I would guess China's yearly investment is at least two orders of magnitude more than that

80 billion dollars? China's annual defense budget is $202 billion. They're not going to be spending 40% of that on AI.

Is AI really "the most important technology humans have ever created"? What has it achieved so far to deserve such a distinguished title?
