Oh, no. I'm talking about stuff that's been built over the last 1 or 2 decades. Mainly, the disgusting loft buildings in SOMA and all the larger, paneled residential buildings.

It looks cheap because it is cheap. Developers have no civic pride and just want their investment to pay out ASAP.
