There's a divide in mobile browsers: rich browsers like Mobile Safari and the Android browser, and less capable browsers that you'll find on Nokia handsets, Blackberries, and Mobile IE.

I don't think I'd build a web app targeted at iPhone/Android without using JavaScript. If you want to make your web app feel anything like a native app, it's pretty much essential.
