Some estimates I’ve heard say more Americans were killed by heart attacks caused by the increase in blood pressure caused by the fear of terrorism after 9/11 than by actual terrorism. Likewise, if just 10% of Seoul flees in fear of radiation, I’d expect many dead just from the running-away part.
