A FOIA can be done by mail. You don't have to sue to get the data unless the NHTSA was being a total jerk.

There is literally an App[1] to track the progress of the hundreds of FOIA lawsuits outstanding at any given moment. The federal Government routinely denies FOIA requests and forces applicants to pursue them in court. If attributing this to Trump would help you inculcate this reality then have a look at this[2]. Agencies are deliberately not investing in IT systems that would serve to facilitate FOIA, according to MIT[3].

Now that your objection to a key premise of this story has been comprehensively discredited, perhaps you might make the necessary world view adjustment and reconsider your conclusion.

BTW, the foiaproject links above are concerned only with Federal FOIA; similar state laws exist and the number of FOIA lawsuits at the state level are legion. Your governments are actively thwarting FOIA at every level.
