Is that such a terrible thing?

Sure, our perception of risk and regulatory responses are not statistically accurate. Commercial air travel is much safer than cars, yet regulatory resposnses to risk are stricter. Is that a bad thing? It creates a very safe mode of transport.

Going driverless is a new mode, and an opportunity to create a safer future. Why not set a standard that is much higher than human operated cars?

Also, a lot is unknown. We won't know what driveless' safety record is until it truly exists in the wild.

The economic pressures to go driverless will be immense^. Meanwhile, a high safety standard could require a some counterpressure, and the starting point will set the stage for the future.

^two kinds. It could be a huge win for consumers, with taxis prices halving or better. It is alsi an opportunity to "put capital to work," in a (current) market that is starved for such. A robo-taxi fleet is just the kind of thing a massive fund can erm.. fund.
