I suppose it may be regional, but it is illegal to drive with headphones in both ears in California (got pulled over for it). And I know that in India and the Vietnam they honk a lot not a as a way to communicate.

Terrifying to see fellow cyclists with headphones on - I don’t know how they feel safe doing it.
