Not that it excuses it, but having worked at a place that did contractual web design for airlines, I'd bet money that the app wasn't developed by any employees at United and instead was developed by the lowest bidding external company they could find.

Based on some of the names of packages I don't recognize (CYFDCTEncoder) and some googling I'm going to guess the company was CYFuture.
