If "unsafe" AI becomes ingrained then it really will be banned or have some arbitrary artificial limitations on power ("maximum 100,000 parameters" or whatever).

They are trying to leapfrog the inevitable backlash from governments by saying they are doing the right thing and take it seriously yadayada.
